Say what?

This is a substanceless post, really, but I just saw Bush in his press conference with the Hungarian prime minister. In addition to mouthing the standard talking points about how terrorists in Iraq are trying to intimidate us, he referred to Abu Ghraib as "Abu Ga-reff".
As far as I am aware, this is not an acceptable pronunciation. Is there something conscientious in Bush's mispronunciation? When Bush first mentioned the scandal, he called it "Abu Ga-rape." If there is not an actual agenda here, it means that Bush is engaged in his largest scandal, not interested in one of his administrations most significant failures. Out of touch?
